Canada, I s'pose. I don't know how the French are doing at the moment in ski competitions. I know we have a fairly successful artistic-skater but I don't really care for this faggotry.
 
Realistically & historically, only 3 nations have a shot at "most" medals, at least for winter olympics: the USA, Canada & Russia.

Some nations do well at specific sports, i.e. Italy w/ skiing, Japan or China w/ figure skating, Germany w/ speed skating, etc.
