I think people say Yngwie is tasteless b/c now he is. But his earlier works were mostly all composed so his solos were thematically part of the song. Now he just improvises and plays the same 'tacky' shit. Have you heard disciples from hell? The guitar solo is excellent and only serves to add to the song. I think his work with the symphony orchestra also was nice. But in terms of technical ability, taste aside, Yngwie can run circles around Vai and Satch.
 
You are incredibly correct about Malmsteen (even though some of his latest albums show some quality that is reminiscent of the first two albums), but still absolutely wrong about Satriani. As for Vai, i don't like his material that much, but even he has some amazing songs.

+1 Even though I think Satch is a little overrated I do think his Surfing with the Alien album is flawless including that piece you mentioned which is probably my favorite by him.
