you might check out the solo albums of Scott Kelly("spirit bound flesh") and Steve Von Till("as the crow flies") from Neurosis...thats very minimalistic stuff
most of Current 93's latter stuff is very apocalyptic folk in style, especially Thunder Perfect Mind. Also Nature & Organization, and the UK band Sorrow based on the Piskidisk label.
As far as singer/songwriters go, I would suggest Beck's Mutations or Sea Change. Both are well produced(Nigel Goodrich) and extremely moody. Mutations is from 1999 and has a 60s vibe to it. Sea Change came out in 2002. A truly gifted musician!
If you really want some folky Beck, I would recommend "One Foot In the Grave," with cool production (Calvin Johnson's basement...on a 4-track) and wonderful bluesy-folky songwriting.
