All world cups are setups. I don't have any other reason to believe that germany will win except for the fact that it's hosting the festival and almost won the last one, though.

Because they are hosting the event, I think they may win. 'Tis all.
Did you watch the finals of the 1998 cup? The kind of excuses they found to justificate brazil playing so ridiculously bad were hilarious, like ronaldinho getting sick and dropping the morale of the team, and so on.

this is possibly true... in the 1990 world cup final, argentina got scammed by a mexican referee, that retired after that...

Can't say I remember, but it's probably true.
And when brazil won the 4th star, we weren't playing that good either.
