Wouldn't work. First of all, that'd ban everybody from an area, which would be comparable to a "banning grenade", ergo killing a fly with a rocket launcher, and it's bad for business. And also, those things aren't fixed either, they are reassigned periodically/with every server reset.

Yeah, that's true. But, if you have to to keep pricks from joining again to cause shit, you do what needs to be done. (I know some that ban certian ISPs entirely, like AOL) Also, I don't know too many specifics, about how IP address assignment works, so I will not argue this further. (Though, I don't automatically assume you'e right)
