Arizona storms can be interesting. Saw one and it was flooding the streets. It didn't even seem like it was raining that hard compared to what I'm used to up in Seattle/Portland/Walla Walla areas.
There's two reasons for that: First, it rains so hard and so fast, nothing gets absorbed into the ground, and just runs off.
The second reason is that there's no drainage. In the mountains, there's a lot of runoff because of all the wild fires. But in the metro and rural areas, there's no drainage to speak of. Sure, they're putting it in now while they're tearing up old roads to make new ones (do we really need a turn lane at EVERY entrance to EVERYWHERE?) and putting in freeways on every free acre in town, but there's like 60+ years worth of bad planning to do over.
