I don't think most people walking down the street just collapse, but a lot of people get altitude sickness aka the things dorian described although often much worse. Much more likely to happen to skiers or other adventurers rather than people passing through who happen to stop and get a taco. Most people just get winded really easily and can't do a lot of strenuous activity until they become more adjusted to the environment. My cousin got it while skiing and I remember my Uncle having to stop playing football after about five minutes because he got hella tired. Weird stuff.
