Almost. It would be if the number of electoral votes for states was representative of each state's population. As you can see here, votes in Wyoming would still be worth more than votes in California.

I think the bigger point is that actual Federalism would stop a lot of these regional woes. A weaker federal government allows individual states to control policy. For example with marijuana it should be neither legal not illegal as the feds are concerned. They should be able to enforce interstate commerce laws IE disrupting growers or smugglers who are selling to a 'dry' state from a legal state, but would base enforcement on the laws of involved states. Is it less streamlined? You bet, but a lot more fair.
