Cowboys is almost like a different band. AC/DC, Maiden, plenty of bands changed singer but you hear their past in the current, Pantera is chalk and cheese. Cowboys comes off as a more mature release with some good riffs, good music and some ballsy songs. I think part of that goes with Vulgar but Vulgar falls down a bit because songs like Walk and Fucking Hostile are not a good as what they could be given they are so memorable. That goddam scream that opens out Trendkill is amazing, not sure it's needed, but it is amazing. But when Phil gets growlier later on during the album I don't think he pulls it off as well as other artists do. Again some decent riffage but less memorable songs. Listening to Steel now and it still sounds like Phil's trying to be angrier than the music really needs him to be, it works are times and it does work well, other times he just seems to be trying too hard. None of the songs at the moments are too memorable though.
