I know that they already said they're not gonna go to release it because they already used the parts on V, but I think a lot of Symphony X Fans want this song to be released. So why not?

That's what I understood. Was there even a finished song of TiO? I thought the point was that it wasn't finished so they recycled the parts. If there was an actual song, it probably would have been on the album.
 
Well I think the parts of the "not yet finished" Twilight in Olympus
were used on several songs of "V", but i would really like to listen the song as a whole. Maybe they could finish it and release it on a BEST OF CD.
 
Well it was spread out through the album, I was just naming another song that I thought I remembered it was used in. I would also like to hear the original track though.

I'd say "fragments" meant there was no coherent song in place, and you'll have heard what they made of it already since it was on V.

If ever it did surface, which I think is very unlikely, I expect it would be on a Rarities and Demos II or something like that.

You never know. It's never a safe thing to say that it wouldn't have been as good. They could've ended up having made it even better than it is now. Although It is unlikely.
