I watched the Lamentations documentary over the weekend and there they say that the "winds" that come up in the song (around 6:10-6:40) are actually guitars. They used a similar effect in a Damnation song as well. Cool.

Double-tracked, imho.
You can clearly hear that it's made up of 2 layers: one regular deep-growl and on top of that a more black-metal-style scream approach. Blend both together (of course, the phrasing has to be 100% match) and add some EQ with boosted Mids... Voila!
