Mudmen, i think they are from canada there more new rovk than metal but they use a hell of alot of bagpipes.

It's not actually in their metal songs, but the intro and outro to The Lord Weird Slough Feg's "Twilight of the Idols" are short bagpipe tracks, they sound pretty nice.
