I think you'd oughta try The Fall of the Leafe: http://www.falloftheleafe.com/ they're a great band, got itself spread for a larger audience sometime ago after years of work.
Noekk is also a band that's worth checking out even though they they don't make so big similarity with Novembre. http://www.prophecy.cd/noekk
Slumber has got the samekind of mood with Novembre in my opinion http://www.slumber.se/ Good shit, totally.
And finally if I'd have to recommend a band with at least as superb atmosphere as with Novembre, I'd have to say a folk band called Tenhi.

I've one of their albums (fall of the leafe) they're like what Paradise Lost would be if they kept on the gothic/shades of god direction.

Ahmm... Well, I've have to admit that Slumber didn't sound like Novembre at all. I don't know what i was thinking when writing that one And Noekk didn't have much in common neither, they're just plein good.

I think Swallow the Sun have some Novembre similar moments...the mood is similar, and some songs have melodies that remind me of Novembre.

I am loving swallow the sun's first album so much at the moment. Its amazing.

It's quite strange to see such an awesome atmospheric black metal act coming from a tropical/tourism-driven part of U.S.

I think agalloch is among the few that share a few Novembre similarities.
