Yeah, :Wumpscut: is far better than Ministry, but :W: is hard ebm, not industrial metal. The only song that comes close to being under the industrial metal tag is Black Death, and that could be debated.

Ok. Let me get this straight. Taking any basic form of music and adding processed/programmed drums and perhaps a few samples to it makes it "industrial"?

Well, that's the same with Industrial Rock, take 4 chords add samples, processed drums and "tortured" lyrics and it's industrial rock. Neither of which have much to do with real industrial, in the Throbbing gristle/Monte Cazazza/Waxtrax Records sense
