Ceeppari is used quite commonly in finland meaning an idiot or something. It usually doesn't really refer to the disorder itself altough the word is derived from there.

Before is not a correct translation of framför. Framför means, as already said (guessed?) in front. And yes, ceeppare is not a swedish word at all, but I definitly think it refers to the word cepe (or CP, what ever you like) that means retard.
 
Haha I could buy a pair of those just for fun, but the smallest size is Eur 41 and I'm a Eur 36 :p I am a shoefreak and those, I'll tell you, would be a really different pair of shoes to have hahaha. don't think that I would ever wear them though, but yeah, would be fun to own a pair.:D
