Well, since the ratio for how much rep you have to how much you give is somewhere around 1/10, if you have under 10 rep points, then every time you rep somebody it doesn't give them anything. The same also applies if you are in the negatives, although it would be funny if you negative repped somebody and they got positive rep because you were in the negatives!
