I'm actually pretty damn sure you're wrong. I mean, on the Blabbermouth shitty forums you see people saying that Arcturus alone is worth the price of admission. I think you're underestimating this band.

Arcturus is a HUGE name in the metal community. Just not your standard prog/power fanfare.
To say again, Arcturus is very, very well known and well liked in other metal circles than the usual prog metal / power metal crowd, and I believe people from those areas are going to come out to this fest.
Since the predictions also tend to be wishlists, I'd say that a lineup that no one predicts is NOT a good thing.
Now I can totally see Glenn looking at all of the predictions and just grinning... evil laughter... the little horns showing up behind his head...

I will be SHOCKED if this show gets with in 250 tickets of a sell out.
If the economy still sucks, I'd say that's about right. But assuming a decent economy, this show will sell 95% of the tickets regardless of the lineup. Glenn's built up a fantastically loyal fanbase. Seems like some people that go don't even watch many of the sets. It's as much a metal convention these days as a metal show.

Fixin' what ain't broken. It's been happening on and off since PPVII. It wasn't necessary then, it's not necessary now. The huge success of this last PP proves that. If you can sell out PP in a crappy economy using the same formula that's been used since PPIII, that means it STILL WORKS.
I don't think it's the diversity, so much as you've got a headliner that existed for only a few years, before many of the attendees were even born. And the other headliner doesn't draw in the US, which is why they weren't planning on coming back.
People with common sense should know the difference between a prediction and a wishlist, though.
And anyone who knows how these things have worked would know that the predictions tend to be what people want to see.
