No, it does have an effect on sexual pleasure, but no one has put enough research into it to back up the claims scientifically. It makes sense though, the penis head/glans has a shitload of nerve endings in it that act as pleasure receptors. When you're cut, it makes the head exposed all the time and it becomes desensitized, so there are less of them. Sex still feels good, but not as great as someone who has their foreskin intact. Also, I don't mean to get vulgar, but I remember when I first discovered masturbation, after I ejaculated I would LITERALLY be in epic pain afterwards if I even touched my penis. Only other people to have shared this experience are other non-circumcised men. Our orgasms are much more intense because we feel a lot more. I have seen a lot actually, watch moar porn. Also, those are the same arguments for female circumcision... From what I've heard circumcision is a lot more popular in the US than anywhere else (apart from jewlands ofc).
It never really caught on in the UK.
