Don't know about BEST 10 of all time but my favourites are:

1. Ratt
Equal 1. Candy Harlots
3. Queensryche (imo the best of all time even if not my No 1 favourite)
4. A New Dawn
5. WASP
6. Saxon

A bit harder for me to single out the last 4 of my top 10 but probably Tyketto, Vanishing Point, Majister and maybe Within Temptation.

Randy Rhoads > Tommy Iommi.

Though Tommy was awesome on Heaven and Hell.

Both of them are good and not really comparable guitarists. Rhoads was definitely more technically proficient and had quite a knack for creating great melodies, but I still prefer Iommi's playing style and seemingly endless supply of amazing riffs.

Randy may be a technically proficient player. But Tony was just fucking creative. He was an innovator... with, as Omni said, a seemingly endless supply of awesome riffs (shame he saw fit not to use them in the later 80s :V). But still, Tony >>>>>>>>>> Randy by a longshot.
