I think the real poll here is between Malmsteen,Romeo and Petrucci.Others are creative, but not technical masters, dont get mad people,I like them :)
But I voted for Romeo, and if I had another vote it would be for Malmsteen without any doubt.

When I voted for Dimebag, I wasn't voting because I believe he's the most technically proficient player in the list, but because he's the most "kickin-ass" of them.

I think the most technically proficient player on the list is undoubtedly Romeo. My favourite player is, however, Petrucci.
But as Chris M said, there's a whole bunch of incredible players not being mentioned (and once again, it's the fusion players who don't get a mention  ).

But Dimebag is so rocking, he had to win this category in my eyes.

I agree, fusion players are the ones who never get the respect they deserve. Guys like Holdsworth, Howe, Garsed, Gambale, Al Di Meola or Tony MacAlpine could wipe the floor with most rock/metal players, mainly because their theoretical knowledge and the ability to solo over complex changes puts them two steps higher than the rest, since technically they can keep up with every other shredder anyway.

Edited, cause I can't spell!

Good point.

I would rate Michael Angelo Batio number one for skill, although Greg Howe possibly matches his skill. Vinnie Moore is a close third, and Paul Gilbert probably fourth. Other great guitarists such as Jason Becker, Michael Romeo, Tony Macalpine, Marty Friedman (over a decade ago that is), etc. I would aspire to gain Angelo's level of technicianship.
