im really only familiar with rum and some liqueurs, so use your best judgment on quality

Single malt scotch whisky is the only liquor worth that kind of price, maybe some old bourbons as well. Lagavulin 16 is a great scotch. I'd also recommend Talisker 10 or 18. Maybe go out and try some whiskies at a bar so you'll know if you like them. I can't think of any bad single malts. They all have their fans.
 
ive never been too fond of whiskey, but ive never had good whiskey either. can you describe the taste of a good scotch?

Scotch can taste like nearly anything, and there are vast differences in flavors, typically depending on the region. Some are smoky and oily, others are flowery or full of fruit flavors. Others might be earthy and oaky. Johnnie Walker Black Label is an entry level smoky blended scotch, but it seriously pales to something like Lagavulin or Caol Ila. Glenlivet 12 or Glenfiddich 12 are cheaper examples of a more flowery whisky. With an old bourbon you might expect strong flavors of oak, vanilla, and rye.
