Which one of these would you get if you had the choice? Price isn't really a factor. But in terms of raw sound quality, and usability in a drum recording context... which would you get?

They're both great preamps it seems. I think it's a matter of what you're looking for in terms of sound, and not even that one sounds better. They are just different. The Focusrite's are great sounding straightforward preamps. The ART's are great sounding tube-driven preamps.

Me, personally, I'm filling out my Saffire Pro 40 with the Octopre MkII via the ADAT, and the ART MPA II Digital via the S/PDIF.

Can't say anything on the art since i've never tried any of their products. I can however say that if your looking for an affordable 8 channel preamp that you can pipe to your interface, the Octopre MKII works great for that. So far i'm happy with mine when recording drums. Its no API but it gets the job done, without sounding like ass either. Very usable pre's IMO.
