They're both sort of local, but definitely check out Within Chaos and Debri.
When you need Pantera-esque music, check out any band in the Dallas/Fort Worth music scene. They're like gods here and almost every band has obvious Pantera influences.

I like Hell Yeah, but they do have terrible lyrics. They could have been so much better, that's what kills me. A lot of talent in that band (In the rock genre, not metal, admittedly), and it just didn't quite work out.
