You might also want to go to the midi menu in powertab and select setup, and then select a different output device. Make sure it's set to a synth instead of a UART or something. (i think the windows synth is always a safe option.)

That was it! I have several synths and one of them worked! Thanks a bunch for the the help man

You know, I really hate when you take all the time to fix all the stupid little shit on someone's tab and then someone else says "It looks the same!"

No, it's not the same. Go to opeth's domain, check it out. The guy that started this thread changed alot of stuff, and I changed a few of his stuff. The tab above is about as accurate as it's gonna get for a tab like this.
