It's not terrible or anything, but it is marginally slower and less CPU/RAM efficient than Firefox, and ever since Firefox got big Microsoft has pretty much been playing catch-up with them in terms of web standards compliance and new features. Although I don't do much research, it seems to me that Firefox has a better offering of add-ins, and that it's easier to install them. The ones that particularly make my life easier are AdBlock and Firebug (though Firebug is a web development tool so that wouldn't affect most people).
