and one question...is there any "rule" for example you must have 500 points to get 5 pips...or there is no rule for this...?

Well I'll explain.

The rules are that when you rep somebody, you must spread rep to about 10-12 others, before you can rep the same person again.

Then there is this 24h rule thing that doesnt allow you to rep too much in one full day. I dont know how much is the limit of that but I guess its 10-15 or something.

Oooh, I guess it makes sense now...I've been trying to rep like crazy.
