Is that independent of the partner's age? Here in Italy if I remember correctly minors can have sex provided they are 14, but they cannot have sex with people over 18, or something like that. Maybe there is or there was a three-year difference limit as an exception.

the state of affairs (really! *ahem*) here in italy: nobody is permitted to have sex under 14 years of age. if someone younger has sex with someone older than that, the older individual can be punished (according to his/her age) if anyone finds out. above 14 years of age and up to 18-y-o, ppl can have sex, but just amongst each other, not with older/younger ppl. if someone above 18-y-o has sex with someone under age, he/she suffers consequences only if said person underage calls him/her to court and charges him/her of sexual abuse. otherwise, it's still not licit but the law does nothing in itself.

we're always talking full intercourse here, as strange as it may seem: other sexual behaviours fall squarely into other crime definitions. the laws are very similar in the vast majority of european countries, and stricter in most states of the u.s.a.

The laws on age only come into effect if someone finds out... that's the main line about it. Still not sure of the ones here where I live.

It is quite strange that there are those laws now... I'm thinking that only 200 or so years ago people could got married when they were around 13...

It may be a good thing since someone who is 13 or so could have regrets, if they had sex with someone older at that age. In truth, I probably would have gone for having sex with someone older when I was younger but the opportunity never came up. And I'm glad it didn't.

to an extent, that applies to any crime i know of.
i mean, you can't punish something if you don't know it's happened, can you? however, one of the broad differences inherent to most law systems in the world is that between crimes that the law sets out to punish as soon as the facts are revealed (usually all kinds of physical/mental hurtful behaviour from private violence to murder) and crimes that are crimes only when ppl claims their right have been violated.
