Obviously there's still some use to learning history and philosophy without being able to read Hegel and Nietzsche in their native language, but aside from a few such exaggerations it's a well-written call-to-action letter. I hope you're able to win the fight for your department dude. Of course, if there's a need for budget cuts it may be hard to suggest more expendable State budget items than a language program at a university. (It may be worth coming up with some of those suggestions in order to help your cause.)
edit: You might want to advocate that the language department stay open at least long enough to graduate its currently enrolled students, without accepting any new ones. That might prove to be a more successful bargaining tactic if you're going to be campaigning on the issue any further.
