Where is this place where a cab company can not "gaurantee" time of pick up?!?
crazy.

It used to happen to folks at my old house all the time. Basically, it means they don't usually come to your neighborhood and they've decided they may not be able to make much $$ off you, so they'll get there when and if they find a cab driver stupid and bored enough to go.
