For Black Metal, I'd say Deathspell Omega, at least for the guitars. That's about as technical you can get in black metal before losing its essence (then again some people will argue that it's no longer black metal but very evil-sounding progressive metal).

While listening to their new album, I often find myself wondering if it is really black metal. It's definitely on the edge.

I'll have to say Necrophagist and Dream Theater. Too bad neither of these bands are good songwriters, though. For technicality AND songwriting ability, I'd say Blind Guardian and Death.
