What was that incredibly bad film with Steven Seagal I watched recently, where they actually over-dubbed his voice with some other guys for most of the lines? SOme lines it was Seagal's voice, but most of the film it was some random actor guy's voice while he was speaking. It was fucking ridiculous.
I think it involved a stupid sword fight with some black/hispanic tossbag.

That sounds like "Marked for Death", with a sword fight with "Screw Face", one of the evil Jamaican drug lord twins. It features the black guy from "They Live" as his side kick.

It's s somewhat enjoyable revenge flick.

I really like the earlier SS films. Sure, they're awful, but they're the right kind of 80's awful - you know, terrible plots, but loads of limb breaking bad ass-ery. His decline came with Under Siege, when they actually gave him a budget. Since then, he has been in clunker after clunker; i.e:

a) Under siege 2 - Under Siege on a mother loving train.
b) Fire Down Below - Beats up Michael Caine, who even looks embaressed to be in the same shot as the be-pony tailed porker
c) The Glimmer Man - In which SS gets "down" with the "homies"
 
Indeed. Like all John Carpenters best films, it's just the right mix of excellence with gonzoid rubbishness.

It's certainly my favourite film featuring a wrestler with a cod-scottish back story.

No no no, it's not Marked For Death, I know all about the early SS movies like that, Out for Justice and Nico. I love em all! This one I'm talking about was a recent film, must have been made in the past five years or so - which makes it all the more odd that they overdubbed Seagal's voice for most of the lines, it's not like no one knows what his voice is like FFS.
