Have you ever heard Pleasure to Kill in 1986? It is amazing! It is still amazing.

I am going to say the "big four" should stay as they are. They are all four very different from each other, all four put out killer albums and all were there together in the early years.

Exodus, if they had followed up Bonded By Blood in kind, would have been in the big 5. But they lost Baloff and were not the same band, and were not among the big anything.

I agree with the German scene, or International scene, being somewhat separate. They should have their own big N. Definitely Destruction and Kreator, and probably Sodom and...?
