If that were true, we would expect to find similarly high rates of illegitimacy, crime, violence and educational failure in rural Appalachia, where poverty is greater and social mobility even more limited than it is in the inner cities.

But here's the problem: the rates aren't even remotely comparable. Something other than economic conditions is responsible.

True, poverty is not the only cause but it is a big contributor. The critical thing is that humans, in general, tend to be a product of their environment and it is a fact that a person brought up in a culture of crime will be more likely to commit crimes than a person brought up in a law-abiding culture. For the same reason, the stats provided by Agoliant about how blacks have lower intelligence are of next to no value because they fail to take into account the degree (and I'm not saying it's solely dependent on this) to which the person's cultural and societal context impacts on their IQ.

There have been studies (I studied theory of race and nationalism at uni a while back, unfortunately can't remember the source off the top of my head) of IQ levels, crime rates etc where the subjects are not in the "usual" ethnic roles (so for example, the study would use black people raised by white families, or vice versa, and this was on a global basis) and there has been found to be no discernable difference between any race.

So race is essentially a social construction, there are no biological differences in behaviour or mental function so any differences are "learned".
