Yes exactly that, especially when it's a bit dirty or your hands get sweaty they do stick when trying to slide. It's not really noticable at first but when you smooth it you can feel a massive difference because it becomes dry.

but thn id be removing the paint from my rr24 no? or just the top layer of laquer? idk

Even CS Jackson's and CS ESP's have the clear coat on the neck. I did the sanding on my shitty js24 inda made jackson, didn't make a huge difference. The guitar is unplayable right now, broke.
