The decline in Megadeth after RIP was poor songwriting I'm afraid - not much else. Megadeth needed to fade out eventually because it was getting embarrasing - especially when touring with Motley Crue or Aerosmith, and releasing crappy live CD's & compilations etc.

Hearing the albums as they were released turned into a bad thing, with So Far, being the last album I respected them for.
Poor songwriting is completely because of Marty's LACK of creatitivty. He can shred a lead, but I don't think his imput on the songwriting was anything to worth merit or mentioning.
You might NOT have liked Chris Polland because of his similarity to Mustaine, but I contend that it's this that made Killing and Peace Sells so great.
