A: It can be both, depending on which frame of reference you at acting on.

A: I'd say morality is relative. You get certain "general" morales that are consistant in every society, eg that you shouldn't steal - however, amongst certain groups of people, stealing might be perfectly acceptable. Morale is highly individual after all; just because you obey the laws doessn't mean you agree with them or indeed vice versa.
