It was not recorded during whoracle. It was during clayman.
Pretty fucking obvious via production and ander's voice.
Same reason why Clad in shadows 99 is on Whoracle as a bonus track.
It's just for the listener's to get more, but Clad In Shadows '99 is obviously recorded during the Colony sessions.

Yeah but I think he has a newer Re-Issue of Whoracle who probably has Strong & Smart.
The song itself is as you say, recorded during Clayman.
