The fact that I can't factor early 90s death metal and black metal into my decision makes it a lot harder. This being the case, I'd almost be inclined to say Ireland, since two of my favorite bands (Primordial and Mourning Beloveth) are from there. Also, Geasa (black metal), Wreck of the Hesperus (doom metal), Carnun Rising (death metal), and Arcane Sun (doom metal) are all great bands as well.
