Norway or Sweden.

Finland because of Demigod, Demilich, Rippikoulu, Convulse, Depravity, Amorphis, Adramelech, Purtenance, Slugathor, and the other old school Finnish DM bands.

Some wonderful shit but...without the back-up of Beherit, Skepticism, and Thergothon, I'm afraid those bands alone wouldn't hold a candle to the whole Immortal/Mayhem/Darkthrone/Burzum/Emperor/Gorgoroth/Enslaved/Ildjarn/Aeternus/etc. thing Norway's got goin' on
