Why is it so important that new laws get passed? What I would like to see in the US is at least a two year stretch where Congress repealed the multiplicity of unnecessary/bad laws on the books.

That is a good point,sometimes change is a bad thing and it's going to be interesting to see how both of the major parties deal with this situation.
