In general the definition of a tributary states that it flows into (tributes to) a larger river. Which eventually reaches a sea or ocean.
Right. The Allegheny flows into the Ohio (ANOTHER RIVER). Therefore, a river can flow into a tributary (because it merges with the Monongahela)

The point is that some rivers are totally divorced from the ocean.
Exactly.They all converge into the Ohio River at Pittsburgh PA which then flows into the Mississippi River which then flows into the Gulf of Mexico
I guess the song in question is about a river that never actually touches the ocean. I looked at a map.
The piece starts from small springs that gather into tributaries that gather into a roaring river. And check your map reading skills it does eventually reach the ocean

You posted a map that confirms what I already stated. The course of the Vltava River connects to other waterways that reach the ocean. The song is about the Vltava River, not every single waterway adjacent to the Czech Republic.
Some rivers run into other rivers which run into other rivers which then run into the first river again.
